Zach Lerner is a Partner at Troutman Pepper Locke LLP, where he chairs the firm’s Insurance Transactional and Regulatory group. A Chambers-ranked attorney, Zach maintains a general corporate practice focused on insurance and reinsurance regulatory and transactional matters, advising domestic and international insurers, agents and brokers, reinsurance intermediaries, adjusters, third-party administrators, captives, and special purpose vehicles. His work spans company formation, licensing, regulatory compliance, surplus lines and filing matters, and corporate transactions including mergers and acquisitions. Zach Lerner spoke at the InsurTech NY 2023 Spring Conference: Competing on Collaboration on the “Magic Formula for Digital MGA Insurer Partnerships” panel, alongside Kaenan Hertz of Ahoy Insurance, Michael Scholl of Everspan Insurance Group, Dogan Kaleli of Stere.io, and Randel Bennett of Swiss Re.

Before the combination that formed Troutman Pepper Locke, Zach spent a decade at Locke Lord LLP, where he served as a Partner and Practice Leader of the firm’s New York Corporate Group. Earlier in his career, he practiced as an associate at Edwards Wildman Palmer and as a corporate associate at Willkie Farr & Gallagher.

Across more than a decade of practice, Zach has built deep expertise at the intersection of insurance regulation and corporate transactions, working with some of the largest insurtechs as well as established carriers and intermediaries. His practice covers the regulatory and structural questions that surface as new distribution models, MGAs, and digital platforms enter the insurance market — from licensing and surplus lines to M&A and affiliate arrangements.

Zach earned his Juris Doctor from Georgetown University Law Center, where he was involved with the Georgetown Journal of Legal Ethics, and holds a BA in Economics and Political Science from Brown University.
