Moya McKenna is an associate at Troutman Pepper Locke, where she focuses her practice on insurance regulatory, compliance, and transactional matters across both admitted and nonadmitted markets. With a legal career rooted in both private practice and in-house regulatory roles, Moya brings a deep understanding of the insurance industry’s operational and compliance landscape across all 50 U.S. states.

At Troutman Pepper, Moya advises carriers, MGAs, MGUs, and insurtech startups on a broad range of issues including entity licensing, regulatory filings, compliance program development, mergers and acquisitions, and market withdrawals. Her clients rely on her insight to navigate complex and evolving regulatory frameworks—particularly as they relate to expanding distribution, managing risk, and maintaining good standing with state insurance departments.

Prior to joining Troutman Pepper, Moya served as Regulatory Counsel at Hippo Analytics, Inc., where she managed regulatory compliance across multiple product lines and jurisdictions. In that role, she oversaw state interactions, managed filings, and advised internal stakeholders on regulatory strategy—all within the fast-moving environment of a modern insurtech company.

Moya also previously served as Assistant Director in the Office of Financial Counsel at the Texas Department of Insurance. There, she was directly involved in the review of complex financial transactions, including M&A and reorganizations involving life, health, property & casualty insurers, and intermediaries. This experience gave her a unique inside view of state regulatory processes and has made her an invaluable partner to clients undergoing growth, restructuring, or licensing expansions.

Moya McKenna will be speaking at the 2025 MGA Lab Education Day, where she will share practical guidance and legal considerations for meeting licensing requirements as a Managing General Agent. Her session will help MGA founders understand when and where licenses are required—and how to avoid common regulatory pitfalls.
