Kate Stillwell is the President of Parametric Insurance at Neptune Flood. Neptune Flood is a leading technology-driven flood insurance company. Kate’s life’s work is building resilience to natural disasters. She focuses on parametric insurance as a form of private-market disaster stimulus. She is a structural engineer turned insurtech entrepreneur. Kate Stillwell speaks at the 2026 InsurTech Spring Conference on the panel “Geospatial Data For Better Risk Selection,” moderated by Mark Breading, alongside Margaret Williams and Jascha Prosiegel.
Kate leads Neptune’s parametric insurance business. She continues to lead Jumpstart, which she founded and later brought into Neptune. Jumpstart pioneered parametric insurance for consumers, starting with earthquakes. Her focus is expanding parametric coverage to more perils and closing the protection gap.
Kate founded Jumpstart Insurance in 2015. She built it to help families withstand the economic shock of a natural disaster. She is also a co-founder of FireBreak Risk, a consumer app for wildfire mitigation.
Kate began her career as a structural engineer. She spent a decade as an earthquake risk consultant, assessing risk for buildings. She also helped lead the GEM Foundation, a global earthquake risk organization.
Kate earned an MBA from the University of California, Berkeley’s Haas School of Business. She also holds an MS in Civil Engineering from Stanford University. She earned a bachelor’s in Civil Engineering from the University of Minnesota.
