Joana Lucashuk serves as the Deputy General Counsel for Insurance in the Office of General Counsel at the New York State Department of Financial Services (DFS), where she brings nearly two decades of deep legal and regulatory expertise to the evolving landscape of insurance. In her current role, Joana advises the Governor’s Office, senior DFS leadership, and cross-functional teams on complex legal issues spanning insurtech, cybersecurity, and climate resilience.
A key architect of modern insurance policy in New York, Joana has led the drafting of critical legislation and regulatory guidance, including DFS’s recognition of parametric insurance as an authorized line of business. Her contributions span circular letters, regulations, and statutory reforms on topics ranging from ride-sharing and enterprise risk management to excess lines, reciprocal reinsurers, and the federal Nonadmitted and Reinsurance Reform Act.
Joana Lucashuk also leads New York’s NAIC accreditation coordination and mentors the next generation of legal professionals through DFS’s summer internship program. Her progressive career within DFS includes leadership roles such as Principal and Supervising Attorney, contributing to a legal foundation that ensures regulatory rigor and market innovation.
Beyond DFS, Joana has actively contributed to civil and legal communities as a longtime docent at The Metropolitan Museum of Art and through leadership roles with the Women’s Rights Committee at the New York County Lawyers Association. She holds a J.D. from New York Law School and a B.S. in Business Administration from the University at Albany, with concentrations in Finance and Management Information Systems.
Joana will be joining the InsurTech NY MGA Lab program, sharing her regulatory insights with the next wave of digital MGAs working to build compliant, forward-looking insurance businesses.
