Sam Broomer is the President of Embedded Parametric Solutions at NormanMax Insurance Solutions, where he leads the strategy and growth of embedded parametric offerings designed to modernize how insurers and brokers approach catastrophe and specialty risk products. In this strategic executive role, Sam champions the mainstream adoption of parametric coverage by integrating rapid, data-driven risk transfer features directly into existing insurance solutions — helping clients achieve no-deductible, rapid-recovery outcomes that enhance traditional policies.

A seasoned re/insurance veteran with over three decades of industry experience, Sam joined NormanMax following senior leadership roles at Berkley Re Solutions, where he served as Executive Vice President, Chief Strategy & Innovation Officer. In that capacity, he also held the positions of Senior Vice President and Chief Operating Officer, best positioning him to drive innovation and operational excellence across complex insurance platforms. Earlier in his career, Sam held key leadership roles at Berkley Equine & Cattle and was the appointed California Surplus Lines Broker for Berkley Connect Insurance Solutions.

Before his re/insurance executive roles, Sam gained broad business leadership experience at Identity Theft 911 (later Sontiq, TransUnion), where he led business development and client experience functions. He also held multiple strategic and operational positions at Mutual Boiler Re and HSB Group, including Director and AIG Reinsurance Advisors Chairperson — reinforcing his deep expertise in underwriting, operations, and cross-company growth initiatives.

As a thought leader in the parametric insurance space, Sam actively promotes embedded, no-deductible parametric solutions that simplify risk transfer and accelerate claims settlement. His leadership at NormanMax is central to expanding parametric insurance adoption across commercial, specialty, and embedded insurance markets.
