Josh Hershman is a nationally recognized expert in insurance regulation and legal strategy, bringing over 15 years of experience at the intersection of law, public service, and the rapidly evolving InsurTech landscape. He is the Advisor and Counsel of Hershman Legal Group, P.C., where he advises InsurTech startups, carriers, agents, and captive entities on how to navigate the regulatory environment, manage risk, and accelerate growth through compliance-forward innovation.

From 2019 to 2022, Josh served as Deputy Commissioner of the Connecticut Insurance Department, where he played a central role in shaping modern regulatory approaches to AI, parametric, and episodic insurance products. In that role, he consulted with dozens of insurance innovators, helping them bring transformative products to market while maintaining regulatory integrity. He also spearheaded initiatives to improve departmental data usage, operational efficiency, and environmental sustainability through automation and cross-functional collaboration.

Prior to his time in public service, Josh built a strong legal foundation as an advisor and counsel of Hershman Legal Group, guiding clients through mergers, corporate formation, and high-stakes contract negotiations across industries including finance, healthcare, and manufacturing. He also served as Deputy Treasurer and Counsel for the Ned for CT campaign, gaining firsthand experience in public finance and regulatory compliance.

Josh holds a JD from the University of Connecticut School of Law with a Tax Certificate and a BA in Political Science and History from Muhlenberg College. With a reputation for delivering nuanced, balanced, and actionable regulatory insights, Josh now serves as a trusted advisor to leadership teams across the insurance value chain.
