Shannen Logue serves as the Deputy Insurance Commissioner of Product Regulation at the Pennsylvania Insurance Department, where she oversees the Life, Accident, Health, Property, and Casualty Insurance Product Bureaus. A seasoned leader with more than 15 years in insurance innovation and regulation, Shannen brings a unique blend of public service dedication and private sector experience to reimagine how insurance products are delivered, accessed, and regulated.

At the Department, Shannen focuses on improving consumer outcomes through innovative policy development in areas such as mental health parity, network adequacy, and affordability. She champions product modernization initiatives that align regulatory oversight with evolving consumer needs, while also guiding bureaus in implementing solutions that enhance transparency, accessibility, and fairness in insurance markets.

Before entering public service, Shannen spent over 14 years at Genworth in a variety of innovation and product leadership roles. As a Product Innovation Leader and Senior LTC Product Delivery Manager, she spearheaded initiatives that transformed long-term care insurance through digital modernization—reducing underwriting friction, accelerating policy delivery, and streamlining application workflows. Her experience managing enterprise-wide projects using Agile, Six Sigma, and SDLC methodologies enabled her to drive impactful change across underwriting, claims, billing, and customer experience functions.

Shannen Logue’s approach is defined by her consumer-first mindset, her ability to translate complex regulatory frameworks into actionable solutions, and her passion for designing equitable insurance systems. She is known for facilitating collaboration across regulatory, operational, and IT teams to build products that balance innovation with compliance.

She holds a B.B.A. in Business Administration and Management from Liberty University.

Shannen will be participating in InsurTech NY’s MGA Lab program, offering regulatory perspective and product innovation insights to emerging MGAs working to bring transformative solutions to the insurance market.
